CPSIA in Detail

If you sew children's products for sale in the United States, please be aware that there is legislation affecting these products: the Consumer Protection Safety Improvement Act, known as CPSIA.

1. Lead testing of your finished products. Small batch manufacturers may register and be exempt from testing their finished products. Small batch: If your annual revenue is less than $1 million and you manufacture in batches of less than 7,500 units, you do not need to have third party testing for category B items which include wearing apparel and children's sleepwear. You do need to have your finished products properly labeled with care, content, and production batch number.

2. Lead testing of your materials. Regular textiles are exempt from lead testing under 16 CFR 1500.9. Note that hook and loop (Touchtape) and elastics are considered fabrics and are likewise exempt. Textiles that have a surface coating, such as PUL, are subject to lead testing regulations. EXEMPT FROM TESTING: Dyed or undyed textiles (cotton, wool, hemp, nylon, etc.), that do not have rhinestones, decorations that might contain lead, or metal fasteners.

In summary: There are only two types of materials sold at Diaper Sewing Supplies and intended for children's use that come under CPSIA regulation: Eco-PUL™ and KAM Snaps, both of which are included in our Compliance Statement. Everything else is exempt. If you are a small batch manufacturer as defined above, keep the Diaper Sewing Supplies compliance statement on file.
